MSI is now an AGC club!

Maryland Shall Issue, inc. is proud to announce that it has formally joined the Associated Gun Clubs of Baltimore (AGC) as an Associated Club. Therefore, anyone who is a current member of MSI in good standing is eligible to purchase an AGC range badge upon completion of a range safety orientation. This is an important benefit for members as the AGC range is one of the finest shooting facilities on the East Coast. 
While MSI members may use their membership for badge renewal, we encourage our members who already belong to one of the many clubs that comprise the AGC to maintain that membership and continue supporting that club. AGC clubs are absolutely necessary to promote the growth of shooting sports in Maryland and they deserve your support. We are honored and grateful to have been welcomed by the clubs at the AGC and are looking forward to working together to promote Marylanders’ rights and the responsibilities that come along with them.

About the AGC

The Associated Gun Clubs of Baltimore, Inc. was formed on July 1, 1944 when a number of World War II veterans in the Baltimore, Maryland area began looking for a place for recreational and competitive shooting. They organized with several other Baltimore area shooting clubs to form the “AGC”.

The AGC range facility is located on sixty acres in northwest Baltimore County, at the junction of Marriottsville Road and Wards Chapel Road (see Directions).

The range offers all clubs’ members, their families and guests a safe, maintained, and clean location to enjoy the shooting sports year-round.

The AGC offers a 50yd pistol range, 100yd rifle and pistol range, 200yd hi-power range, action shooting bays, trap shooting, and more.

How do I get a Range Badge?

To obtain a range badge as an MSI member, a person must attend a Range Safety Orientation and participate in a walk-through of the AGC Range facilitates (a 2-3 hour process) conducted by a Certified Club Instructor and agree to follow and obey AGC Range Rules. Members need only present an MSI membership card (printed e-mail receipt of your membership purchase or printout from your account page works too), participate in the AGC orientation course and pay the appropriate Range Badge Fee to the AGC.  Individual range badges cost $200 per year with additional family member badges costing $67 each. Junior and half-year badge options are also available, with half-year badges available for $100. The AGC will accept a printed receipt of your membership or display showing your membership. Cellular signal at the AGC is spotty for some and it is prudent to have proof of your membership ready before you arrive as you may be unable to load the website while there. You can do this from your account page, or by showing your MSI confirmation email. If you do not have your MSI membership card for one reason or another, please send an email to with subject, “Membership Card,” requesting a new card. Please include your current mailing address and we will send you another as soon as possible.

August 2023 Legal Update

Novotny v. Moore - Challenge against aspects of SB 1 and current public carry restrictions

Maryland Shall Issue, the Second Amendment Foundation, the Firearms Policy Coalition, and three individuals have challenged SB 1. That bill passed this last Session of the General Assembly places many unconstitutional restrictions on the right to carry with a permit in Maryland. The case is styled Novotny v. Moore and has been consolidated with Kipke v. Moore in federal district court in Baltimore. Kipke was brought by the Maryland State Rifle and Pistol Association. Plaintiffs in both cases have filed motions for preliminary injunctions and motions for summary judgment with the aim of stopping enforcement of certain restrictions placed by SB 1 by October 1st, the bill’s effective date. Briefing is ongoing in both cases and then the court will decide whether to hold an oral argument and simply move to the issuance of a decision. The court is not required to decide the case within any set time. We will provide updates of importance as they occur. Find all of the filings in both of these cases HERE.
